This is the result of a strict legal system, high tax discipline, and effective regulatory oversight. Japanese society is traditionally law-abiding, and a developed social insurance system reduces incentives to go underground. Nevertheless, a certain part of the economy remains unaccounted for, especially in the small business and service sectors.
